G.1 Trading
I am a firm believer that teams should be able to run their teams with no governing force telling them who and what they can trade. There will be no veto process in this league. However, as commissioner I will scrutinize each trade and if there is reasonable evidence that a owner is trying to tank a team and then leave or any other signs of cheating/collusion the trade will be declined by the commissioner. Then a league wide vote will happen as to whether the offending owner will be replaced immediately. If you want out just tell me instead of tanking a team.
G.2 Trading Salary Restructuring
Salary cap leagues make for complex trading due to budgeting concerns. So in order to promote more trading there will be a re-structuring system to go along with trades. You must put in the comments of your trade which of these options apply in order to benefit from them. If you fail to do so you will lose out on the benefit all-together.
Trade Restructuring Option 1: Any player that is traded from a team with a losing record (after week 3) to a team with a winning record (after week 3) will be willing to restructure his contract so that each year he is paid 15% less than his current contract. This option only counts for players with salaries over $8M. I believe this will help by promoting losing teams trading veterans and starting re-builds and will also help with winning teams finding that right piece for a championship run. This will also help some of those high cap players move around a bit more than they normally would.
Example: The Ravens are 1-3 and looking to trade J. Flacco (3 years @ $15 Million per year) to the Giants. The Giants will then be able to restructure Flacco's contract from $15M per year to $12.75M per year.
Trade Restructuring Option 2 Any player that is traded to a team with 2 less ACTIVE players at his position than his current team will be willing to take a 15% pay cut due to the possible bump in playing time. I believe this will help balance teams and allow teams needing to bolster certain positions a cap break in doing so. This does not apply during the initial auction.
Example: Ryan Matthews (2yrs @ $10 million per year) is on the Chargers with 4 other running backs, including himself there are 5 RB's on the chargers roster. The Lions have just acquired Matthews and they only have 2 RB's on their roster. Matthews would be willing to restructure to $8.5M per year due to the likelihood of more playing time.
These restructuring options will need to be noted at the time of the trade in the notes part of the trade talks. These salary restructures cannot be combined. Owners absolutely must respond to trade offers in an appropriate and timely manner (defined as within 3 days). Ignoring offers will not be tolerated. Also due to these restructuring options if a player is traded back to the team he started the year with then the restructuring options are not available. In the example above Ryan Matthews couldn't be traded back to the chargers (lets assume the chargers have a winning record and the lions don't) and use option 1.
The following chart illustrates who would get a discount if a player from any position goes from team one with "x" amount of players to team 2 with "x" amount of players. When deciding if you get a discount you need to count the traded player(s) for both teams. If you are swapping players of the same position then Team 1 needs double the players that team 2 has in order for team 2 to get a discount. These player totals are only for active Roster, PS does not count.

G.3
Players cannot be traded once they have started their weekly game until the final game of the week has been played.
G.4 Trade Deadline
Trading of all players/picks between teams will end for the season at the Beginning of Week 11 games (trades must be posted before kick-off at the start of the players week 11 games to be accepted), and will recommence on March 9th the following year.
G.5 Draft Pick Trading
Draft picks may be traded up to two years in the future. If a trade is posted involving a team's draft pick currently on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.
G.6 Waivers*
When you waive a player you will drop them on MFL. Then you will immediately post on the Waiver section on proboards in a new thread with the Player (NFL team - Position) as the thread title. In the body of the thread you MUST put the length of their contract with you and salary cost. Simply post $4M - 2016. Please post when the contract ends not how many years because if you waive them in year two and say it is a two year contract I am going to think you should get penalized for an extra year that isn't on there contract. So it must be salary and ending year of contract. This must be posted.
Then all league members will have 48 hours to post a claim. Claim priority will be posted in a sticky under the Waivers board. It is based off of the reverse of 1st round Rookie draft order. It will NOT reset every year. If you make a claim on a player you assume their contract and the waiving team is off the hook for any cap hits. If you make a claim you will drop to the bottom of the priority list. In this way the #4 team can place a claim and if the #2 team places a claim before the 48 hours expires the player goes to team #2.
A franchise may make a claim without enough cap or roster space by placing a conditional waiver on one of their players. To do so when you make a claim you must state the player you will be waiving if you win the waiver claim. If you fail to win the claim then your conditional waiver player will stay on your roster. If you do win the claim you must post a waiver thread for your conditional waivered player with 24 hours of winning a waiver claim.
After 48 hours an unclaimed player goes into Free agency and may be bid upon again.
*Owners may not re-sign players they cut within the same Football year (March-March) except for players who were cut with a $2M or less contract. This rule is in place in order to prevent teams from waiving high paid stars and then re-signing them for cheaper when no one else has cap room to bid on them. It effectively blocks a "cheat" on the salary cap system.
You will get one warning for either not posting to the proboards and dropping on MFL or posting incorrectly on the boards. After your one warning if you post incorrectly (improper format) you will receive -1PP, if you drop on MFL and don't post on proboards you will get -1PP and the cap hit will jump to 50% instead of the standard 30%.
Teams may compact a multi-year waiver hit for any player on a $3M or less contract into the current year. Players with salaries over $3M will have the waiver hits spread over every year of the contract. A compact waiver may only happen from week 1 to the end of week 9 and during April of the Off-season. After week 9 and through the off-season all waivers will be standard.
