F.1 Salary Cap
All teams will have a $125 Million Hard Salary cap during the season. Any transaction that you perform (Waiver addition, trade, or Free Agent pick up) during the season that puts you over the cap will cause your team to instantly be penalized with a $.5M cap hit and a -.5PP hit. Plus you will need to waive any player(s) for the required waiver penalties to get back under your cap. All salaries will be rounded to the $10,000th.
F.2 Planning and Budgeting
Initial roster filling will take place through an Auction. Budget wisely to cover all positions needed to start. Also take into consideration leaving cap room for trades, waiver wire pick-ups, injury replacements, post season salary increases, and hold-outs.
F.3 Soft Cap
The standard hard cap +$5M will become a soft cap during the Off-Season. Meaning a team will have 72 hours after any off-season personnel move to fix (waive or trade players) their roster so that they aren't over the Hard Cap +$5M cap. This will allow for teams to pick up players and make trades that might temporarily put them over the cap. If a team makes a transaction that puts them over the cap and they don't go back under within 72 hours they will be hit with a $.5M penalty, a -.5PP hit, and will still be required to get back under the cap.
F.4 Tiered Player System and the Salary Cap
The Salary cap will adjust up or down dependent on the Tiered Player system. If the sum of players that jumped up tiers is higher than the sum of players who dropped down tiers then the salary cap will adjust up $.12M* per player that moved up. For example, if 10 players moved up a tier and 5 moved down then the salary cap would increase from $125M to $125.6M. The Salary cap can thus drop down as well if more players went down a tier than up. The cap, however, will never drop below $125M.
F.5 Waivers
When a player is dropped the dropping team will receive a cap hit based on his contract. Teams will receive a 30% of a players current contract per year cap hit for any player they drop except PS players that have never been active. For example if you have Demarco Murray signed for 3 years for 10M and cut him, you would still have to pay 3m for the next three years. Alternatively, for players under $2M an owner may choose to take all of the cap hit in one year (to be stated when player is waived) and only prior to week 8. After week 8 all waiver cap hits will be extended over the life of the contract.
F.6 Rookie Contracts and Salaries
Round 1 Salaries will be: Picks 1-3 = $4.5M, 4-6 = $4M, 7-9 = $3.5M, 10-13 = $3M, and 14-16 = $2.75M
Round 2 salaries will be $1.5M per year, Round 3 will be 1M per year, and Round 4 will be $.7M per year, and rounds 5 and 6 will be $.5M per year.
F.7 Contract Length
All players (except rookies, see rookie draft rules for more details on this) will be assigned a 1-4 year contract based on the winning bidders choosing. There will be a thread on proboards where you will post how long you want to sign a player for. Franchises are expected to post contracts within 24 hours of winning a bid on a player. If they fail to do so they will sign the player automatically to a one year deal and receive -.5PP.
F.8 Minimum Salary
Minimum salaries for all players will be $.5M for all players
F.9 Injured Reserve and Salaries
Injured Reserve Players, including the IR-PUP player will only cost 50% of their salary while on IR.
F.10 Practice Squad
Practice Squad players will not count against the salary cap until activated (See PS rules for more details). If they have a contract prior to moving to PS they will not be counted under your salary cap either However, if you do drop a PS player that has been active previously, you will be penalized the same as for dropping an active player. Essentially, rookies are free to place on PS and Drop from PS without penalty, but, players who have playing time are free to put on PS but not to drop from PS.
F.11 "Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit.
F.12 Retirement:
If one of your players retires and you still have him under contract you may waive him for a 15% per contract yer hit, instead of the normal 30%. You may do this as soon as they announce they are retiring.
Percy Harvin Rule*: If a player comes out of retirement, he will re-join the team he was on ONLY if he would still be under contract. If his contract would have been up then he will become a free Agent and nothing will be done. Second, if a player comes back and is still under contract on a team, that team may choose to waive that player at the retired waiver rate.
F.13 Guaranteed Contracts*:
When signing a UFA or RFA (No rookies) you may offer guaranteed money to the player. This in turns means the player will sign for a discount. You must post the guaranteed part of the contract when signing the player.
The following options are available:
The Contract must be for a minimum of 2 years and up to a maximum of 4 years.
- 1st Year Guaranteed and half of second year guaranteed 10% off
- 1st and 2nd Year Guaranteed - 15% off each year
- 1st-3rd Year Guaranteed 20% off each year
- All Four Years Guaranteed 30% off each year
Players will still move up and down tiers. Their salary will still shift with their tier movement but you will get the discount on their new salaries for the years that the guarantee exists. You would still be able to waive Guaranteed players contracts but their guaranteed money would stay on your cap hits until the time had passed at 100% of their salary.
- Retired Guarantee Contracts: If a player retires while under a guaranteed contract then the team will owe a 30% per year cap hit for that player. If the player is over 35 years old when retiring then the team is responsible for the full amount of what is left on the guaranteed contract.
F.14 Contract Re-Structures*: Each year a team may re-structure 1 contract from a player who has done one of the following:
1.) Moved up a tier (or more) the last two seasons
2.) Move down a tier (or more) the last two seasons
3.) Started 11 games (minimum) for you last season
Options for Restructure:
- Take 1 year off their contract for only 10% hit of their current salary. You will essentially be assessed a Cap/Waiver hit in the year that you restructure for the waiving of that year.
- Guarantee the next year of their contract for a 5% discount on their salary for that year
- Add 1 year to their contract for 15% more than whatever their salary ends up being that extra year - (This is the only option for guaranteed money conracts)
