J.1 Unrestricted Free Agency
The free agency system will work on an Auction basis. All UFA's will be bid on on the MFL website. If you are interested in signing a free agent you will simply nominate him and place your bid on him. Minimum starting bid is $.5M. Minimum bid increment is $.25M. Once you have put your bid in any owner with cap room may up your bid. The timer on any player will be 24 hours. Once a the top bid has not been outbid for 24 hours then the owner of that high bid will sign the player a salary amount equal to the bid. Once a player has been won the winning team must post contract length on Pro-boards on the designated board within 24 hours of winning the player. If you fail to post a contract on a player within 24 hours of winning the player your franchise will automatically assign the player a 1 year deal and your franchise will receive a -.5PP penalty. The first time you fail to do this you won't receive the negative PP but every-time after that you will (per league year (march-March).
J.2 Salary Discounts and Penalties
If the owner has any salary discounts they will be applied after you sign the player. So you will bid as if you have no discounts but then if you win the player the discounts or penalties will be applied to the players salary once he signs with you. You must declare any discounts when you post contract length in order to receive the discounts.
J.3 Free Agency and Cap Room
You must have roster room and cap space to bid on a player during the season. During the off-season you may sign a player that puts you over the cap but you must waive enough players within 72 hours to get back under the cap. If you fail to do this then the second highest bidder will be given the opportunity to sign the player that put you over the cap. Also, if you fail to get under the cap you will be given a $.5M cap hit and -.5PP.
J.4 Restricted Free Agency
Any player who has been in the league three years or less (According to NFL.com) and is coming off a contract with a team will be an automatic Restricted Free Agent.
All RFA's must have a tender placed on them before RFA starts. Tender options are as follows:
$6,000,000 + 1st Round Rookie Pick
$3,000,000 + 2nd Round Rookie Pick
$1,500,000 + 3rd Round Rookie Pick
$1,000,000 + 4th Round Rookie Pick
$500,000 + 5th Round Rookie Pick
What this means is that any team bidding on your RFA tagged owner must have the corresponding pick available in that years draft in order to bid on the tagged player. If the tagging owner declines to match whatever salary the player is auctioned up to then they will receive the winning players pick.
Once RFA bidding opens and other teams may start bidding on RFA tagged players. To bid on any RFA tagged player you must have the salary cap room (its a soft cap so you can also immediately make room if you win the player and it puts you over) and the rookie pick necessary to compensate the tagging owner if they decide not to match. When placing a bid you will state what compensatory pick you are willing to give up if you win the player. Once a player is signed either by the tagging owner or the bidding owner that team may decide the length of contract up to 4 yrs. Tagging owners may not bid on their own players. Once a high bid has been placed on a player and no new bid has been entered after 48 hours then the tagging owner will then decide to match or be compensated withing 24 hours from win a bid is won. If the owner to the RFA rights does not say wether they will take the pick or match the bid within 24 hours then they will automatically take the pick and the player will go to the highest bidder.
Once RFA bidding is over tagging owners will need to decide on players that no bids were made on if they will sign them for either a 20% increase over the tender or the average cost of the tier of players that the tagged player is at, whichever is more. If they do not want to sign them for that salary they may release them into the unrestricted free agency pool.
Trading RFA Tender Rights: Tender rights may be traded up to the point of RFA bidding opening. Once bidding starts RFA tender rights are locked to the team that tendered. (This is slightly different than Legion 1.0, so please make sure you are aware of the differences).
J.5 All Free Agency Periods
Players with 8 or more years experience (according to NFL.com) will sign with a team that had a winning record the prior season for 5% less than other teams. This is due to older players looking to win superbowls.
Defensive Lineman and Linebackers will sign for 5% less with teams whose coach (IE: whatever scheme the team runs that the coach coaches for according to ESPN) runs the same defensive scheme (3-4 or 4-3) that that player plays in in real life (Based on what their real life team runs).
Players that are free agents after playing for a team with a winning record will sign with a team with a prior year losing record for 5% less as it will give them an opportunity to be the star of the team.
RB/WR/TE will sign with a team for 3% less if that team used their position the most at the flex spot the prior year.
Players with 3 years or less NFL experience (according to years in NFL by NFL.com) will sign with Legion Playoff teams or Legion teams with losing records for 3% less. This only applies after week 13 and during the following off-season. Losing teams give them a chance to shine while playoff teams give them a chance to win Superbowls.
