B. General Rules & Owner Conduct and Conflict Resolution

B.1 Owners are required to remain active and engaged in all league activities at all times. Participation includes but is not limited to such things as being present for the annual draft, discussing/voting on league matters, responding to e-mails from other owners, submitting valid lineups every week and being active on the message board. While talking "smack" is always a part of some owner's personality and is to be expected, enjoyed, and possibly rewarded (see owner titles)... inflammatory, overly offensive, or ethnic, racial, or sexual slurs will not be tolerated. Legion 2.0 will have total authority in drawing the line between an "all in fun" brag, joke or "smack" and an inflammatory, offensive or taunting act. However, this is a league for adults so in no way will there be an expectation to keep things cleaner than an R-rated movie. Owners will be expected to conduct themselves in a manner that will not disparage the league or any of its owners in any way, shape or form. In Legion 2.0 every owner is equally responsible for monitoring league activities and reporting any infractions. The following rules on owners conduct are in effect:
a. Owners are expected to visit the message board once every 3 days at the very least on a very regular basis unless prior communication is given for absence. Owners who typically visit daily would be ideal.
b. Owners should respect fellow owners and answer all emails/PM's in a timely manner, with timely manner being defined as within 3 days. (Within 24 hours would be ideal)
c. Owners are expected to act in the best interest of the league at all times. This includes bringing any flaws in the rulebook to the attention of the commish versus exploiting them for personal benefit.
d. Owners are expected to inform Legion 2.0 if they do not plan on returning to the league as soon as they know that to be the case.
e. Owners suspected of tanking will be booted from the league
f. Owners suspected of collusion or cheating in any form will be booted from the league
g. Owners are expected to thoroughly read the rules and understand them. At the least read them and ask for clarification. I will not babysit you or bail you out of a mistake because you did not understand the rules. This is a complex, deep, and professional fantasy league. If you don't think you can handle that, then do not join.
h. Owners should expect that not every scenario will be covered. Bare with me when problems arise and we will work through them as a league.
i. There will be frequent check-in polls during the off-season and bonuses for owners who are continuously active throughout the year. Make trade offers all year long, not just during the season.
j. Lineup Setting: It is expected that you set a legal and your best (believed) lineup every week. If you fail to do so the following will be in force:
- 1st Instance of failing to set a legal lineup - Warning (Unless its due to no coaches, kickers, or QBs available)
- 2nd Instance of Failing to set a legal Lineup - $2M Penalty on our cap for the following season
- 3rd Instance of Failing to set a legal Line up - Booted from the league if it happens three weeks consecutively. If it is three separate instances we will have a conversation that may or may not result in your removal from the league.
- 4th Instance of failing to set a legal Line up - If I allow you to stay after three non-consecutive instances then a fourth is instant removal from the league.
The Commish will set a teams illegal lineup to a legal lineup starting with the 2nd instance. If you have to many players in your lineup I will remove the lowest scoring one from the lineup. If not enough players I will insert the lowest scoring of the missing position.
B.2 Team Abandonment
If an owner refuses to respond to repeated e-mail messages/phone calls or voluntarily quits the league, that team will be declared abandoned. As the result of team abandonment, the following shall occur:
a. The commissioner shall announce to the league that said team has been abandoned.
b. The commissioner shall assume control of the team and a replacement owner shall be found as soon as possible.
c. The new owner will inherit the team's roster and draft position "as is".
If you disagree with a ruling, another player, or anything else within the league and you threaten me that you will leave unless it goes your way then I will show you the door WITHOUT a refund. This tactic is simple bullying and crybabying. I won't stand for it. If you come to me with a legit argument, sound reason, and an attempt at a diplomatic solution I am much more likely to hear what you are saying then if you demand that change happens or you will walk. I have had no problem finding owners interested in Legion leagues and won't hesitate to say good-bye to you. If we have a adult conversation and attempt to find a sensible solution to your problem and still no good outcome is found then I will consider allowing you to leave with your money, as long as it is fully approved by the league.
B.3 Expulsion From the League
Removing an owner is a very serious consideration and one that the league will seek to avoid. In the event it becomes necessary, the league may expel an owner.
a. Legion 2.0 will determine if an owner needs to be removed and notify the league owners. If no other owner publicly states why they feel the owner in question should not be removed, then the removal will continue without further incident.
b. If any owner does challenge the removal, the removal may be put up for a discussion/vote. This is at the discretion of the Legion 2.0
c. If an owner is removed from the league, the commish shall assume control of the team and a replacement owner shall be found as soon as possible.
d. The new owner will inherit the team's roster and draft position "as is".
e. No refunds will be given for owners who are expelled
Reasons for expulsion are failure to pay for league fees, team abandonment, cheating of any sort, collusion between franchises, failure to fulfill the expectations of owners or anything deemed detrimental to the league by Legion 2.0.
B.4 League Governance
The commish will have final say on any ruling to settle conflicts and or disputes and will always have the leagues best interest in mind. The commish is vested with the following powers:
a. Interpret the rules and settle any disputes concerning said rules.
b. Settle all position eligibility questions.
c. Award franchise ownership and approve team names.
d. Preside over draft and settle draft disputes.
e. Provide timely weekly scoring results and maintain league home page.
f. Be responsible for submitting and counting ballots concerning league matters.
g. Oversees all league business.
h. Handles all league finances including collection of dues and all payouts for league host and individuals.
B.5 Appealing the Decision of the Commish
Appealing the decision of the commish is a serious situation and should be treated as such. The process for appeal is as follows:
a. Owner notifies the commish clearly explaining that he is appealing the decision.
b. The commish publicly notifies the rest of the league via the message board thus starting a discussion about it. If a vote is necessary, the commish will start one at the appropriate time. A majority of the league's owners must vote to reverse the decision in order to have it reversed.
c. Appealing the decision of the commish is a very serious action and is expected to be a very rare occurrence.
